I am trying to compare the price of updating Garmin vs. TomTom Maps.
According to the TomTom website:
North America $129.95
Western&Central Europe $189.95
I can't find anything on the Garmin website, due to the fact it says you need a serial number to access the map update section. Could anyone tell me the prices for Garmin NA and Central Europe maps? Also, are there ever sales on either Garmin or TomTom maps and how big of a drop in price?

The TomTom figure you got was likely for a particular model with particular features. Other TomTom maps can be found for a regular price of $99 or even $79 on older models. TomTom does occasionally discount their maps, though there is no telling how often they do that. They make maps available for purchase about every quarter-- you decide how often you want to update.

Garmin's updates are typically around $69-$79, and historically have been offered once per year. They haven't run sales in the past.

Outright purchase of the NT Europe map directly from Garmin is $149. But you can find maps from authorized Garmin resellers for much less as a rule. For instance my NA map update this year was $55. Direct from Garmin seems like it was $79.00. TomTom doesn't sell updates thru any other source, so the price from them direct is the only price. Once or twice a year, TomTom has offered map sales and may continue to do so. As a rule, if TomTom is not offering a sale, Garmin maps are much more affordable, but things are changing fast. Map policies now and policies even one week from now ( Wink) may be completely different. In addition, most users find there are not enough changes in their area from one year to the next to make a map upgrade a worthwhile purchase. In two years when the update makes sense, you may even want an updated device rather than a map. I wouldn't concern myself too much with update prices. Now if you need to buy an additional map, that's a different story. Overall as a rule, Garmin maps can be purchased for less.

Maps loaded fine on my Garmin, but understand no map data is perfect and I've already caught one error within a week. My issue with these updates are the price. You maybe better off buying a new GPS unit if yours is old.
